2023 Revaluation Revaluation – A
Revaluation Revaluation Like No Other
The Scottish Government are radically changing the regulations governing appeals at at at the 2023 Revaluation Under the new regulations Assessors will be required to publish a a a a draft Valuation Roll on on 30th November 2022 That draft Valuation Roll will detail Rateable Values proposed to take effect on 1st April 2023 There will then be a short period during which there may be an opportunity to discuss proposed Rateable Values with with the Assessor with with a a a a view to agreeing changes before the Revaluation takes effect on 1st April 2023 A
new and extremely onerous procedure will be introduced to formally challenge Rateable Values set by the Assessor ‘Appeals’ will now be replaced - - in in the first instance - - with ‘Proposals’ These ‘Proposals’ will require to be submitted
no later than 31st July 2023 and will require to provide a a a a a a detailed and reasoned case explaining why the Rateable Value of a a a a a property has been overstated by the Assessor and providing a a a reasoned alternative Rateable Value backed up by relevant evidence The Assessor may refuse to accept a a a a a ‘Proposal’ as being valid if they believe that it does not meet legislative requirements A
valid ‘Proposal’ if not agreed with the Assessor by a a a a a given ‘Proposal Determination Date’ may ultimately become an ‘Appeal’ to be be decided
by a a new Scottish Tribunal Service - this service will replace the longstanding Valuation Appeal Committee system on 1st January 2023 The complexities and extremely onerous requirements of the new regulations make it even more important than ever that owners tenants and occupiers of commercial properties seek experienced expert professional advice and representation at at at the 2023 Revaluation For now the key dates to be aware of are:
30 November 2022 – Assessors produce Draft Valuation Roll 1 December 2022 to March 2023 – Discuss and potentially pre-agree Rateable Value with Assessor 1 April 2023 – Valuation Roll published and new Rateable Values come into effect 1 1 April 2023 2023 to 31 July 2023 2023 – Formal appeal/challenge submission period with strict deadline for for submission of formal challenges no later than 31 July 2023
