Shepherd to manage sale of former police properties

Shepherd to manage sale of former police properties

Shepherd Chartered Surveyors has been appointed by the Scottish Police Authority (SPA) to co-ordinate, manage and deliver the sale of 30 police buildings throughout Scotland. The 30 properties, the vast majority of which have been empty for some time, were identified following a public consultation exercise by Police Scotland.

The first tranche of 21 of these properties will be released to the market in August and are former Police Stations which could be used for a variety of uses, subject to obtaining local authority approval.

The instruction follows a competitive tendering process via the Crown Commercial Service, Estates Professional Services Framework, to which Shepherd was appointed last year.

Sandy Rennie, partner in the Inverness office of Shepherd Chartered Surveyors, will coordinate the commission on behalf of Shepherd.

He said: “We are delighted to have secured this prestigious commission and very much look forward to working alongside the SPA and Police Scotland to help achieve their strategic estate aspirations. We believe our extensive network of offices, together with our unrivalled local coverage and knowledge, make us ideally placed to deliver what we anticipate will be a successful property sales programme.

“As part of the commission, Shepherd will review and inspect all the buildings, provide a market assessment, formalise a disposal strategy, provide planning advice, market the properties, negotiate any sale and provide general guidance and advice throughout the entire process.”

Yvonne Johnston, Estates Transformation Lead for Police Scotland, said: “In Shepherd Chartered Surveyors we have selected an experienced strategic partner to work with us in delivering this key strand of our estates strategy. We very much look forward to working with Shepherd on this initiative.”

The Crown Commercial Service (CCS) Estates Professional Services (EPS) Framework allows key stakeholders, such as Central Government Departments, Local Government Departments, Health, Education and Emergency Service Organisations, to place orders with Shepherd Chartered Surveyors for commercial property services throughout Scotland.

These services encompass professional advice, guidance, negotiation and assistance on property and estates issues including, but not limited to, commercial agency disposals and acquisitions, rent reviews/lease renewals, valuations, dilapidations and advisory services on estate and property related matters in general.

The Scottish Police Authority is the governance body for Police Scotland.  Its role is to maintain policing, promote policing principles and continuous improvement of policing, and to hold the Chief Constable to account. Under the Police and Fire Reform (Scotland) Act 2012, the SPA is the legal owner of the properties mentioned in the above press release. However, the estate is managed by Police Scotland.
